The accused killer of a beloved Mandeville police captain is scheduled to appear before District Judge Ellen Creel this Friday.
Mark Spicer was charged with capital murder involving the death of Mandeville Police Captain Vincent Liberto.
Officials will hold a press conference at the Justice Center following Spicer’s appearance before Judge Creel.
