
23 YO Larry James, 23 YO Alvarez Cyprian, and 21 YO Alskiin Millican, of St. Tammany Parish, were indicted on December 8, 2023, according to U.S Attorney Duane A. Evans.
The indictment was unsealed following the arrest of all three.
In the indictment the three individuals were charged with one count of conspiracy to distribute and possess with the intent to distribute a mixture or substance containing fentanyl. James was charged with three counts of distribution of fentanyl and one count of possession with intent to distribute fentanyl. He was also charged with being in possession of a stolen firearm. Cyprian was charged with one count of distribution of fentanyl. And Millican was charged with one count of distribution of fentanyl.
This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone.
