
Hammond Police Department investigated a shooting that occurred in downtown Hammond on November 26, 2021, at approximately 1:40 a.m.
The shooting took place as a result of an argument in the parking area near the intersection of North Cate Street and East Charles Street, leaving one subject with a critical injury to his chest.
During the investigation, HPD Detectives were able to identify the offenders as Titus Fisher, 18 years old from Mandeville, and Kenneth Flocke, 21 years old from Mandeville.
During the altercation, Fisher removed a firearm from his pocket and was striking the victim with it, when the firearm discharged hitting the victim.
Fisher was charged with one count of Aggravated Second Degree Battery.
Flocke was charged with one count of Simple Battery for kicking the victim.
This investigation is ongoing and further charges may be forthcoming.
